The selected public policy that addresses poverty is called Poverty Reduction and
Prevention Act of 2003, also popularly known as Services Block Grants Improvement bill
(Congress, 2004). The public policy that is intended to improve the policy framework by the
Low-Income Home Energy Assistance Act of 1981 is the Assets for Independence Act, as well
as the Community Services Block Grant Act (Congress, 2004). The bill was proposed to change
the goals and objectives of the Community services block grant act to guarantee that it greatly
reduces the impact of poverty in society and provides opportunities to families and individuals to
help them get economic empowerment. Another intention of the bill was to change the poverty
line so that 125% of federal poverty is the minimum requirement, whereas 60% of the state
median income is the maximum requirement for poverty classification (Congress, 2004). This
public policy also directs that grants issued to states be used to tackle the issue of poverty and the
causes of poverty. The act is set up in a way that assist with programs that for technical

result in poor academic performance. Education is expensive due to the resources and facilities
required, which are usually too expensive for low-income families. Poor parents might fail to
secure textbooks and other stationery resources students require throughout their academic
journey. Lack of education among children in rural and low-income areas has contributed to
multigenerational poverty that has driven many to engage in drugs and substance abuse. Lack of
educational empowerment among youths is a major contributor to their engagement in drugs and
alcoholism, which can be addressed with initiatives to address poverty. Lack of money in
families also leads to failed personal ambition due to lack of startup capital, startup costs, and
other related paperwork for launching businesses and ventures. Lack of funds also leads to low
educational attainment since pursuing higher education requires large sums of money (Congress,
2004). Empowering educational initiatives among low-income earners has many benefits for
society because education increases citizens’ average innovativeness and creativity. Empowering

seekers. Lack of education is a significant cause of multigenerational poverty and an increase in
crime in communities.
Another public policy agenda is to end poverty to improve public health and well-being.
Poverty is linked with many health issues, and reducing poverty can help to reduce the incidence
of adverse health outcomes (Congress, 2004). Lack of money prevents access to healthcare
services and leads to continued suffering of patients. Similarly, lack of money can push
individuals to develop stress, anxiety, depression, and many other psychological issues. Lack of
money is linked with deterioration of personal self-worth and self-esteem, which is also a leading
cause of suicides. Poverty is the cause of nutritional issues in the population as well as poor
health outcomes. Addressing poverty would help to cut down on the negative factors that affect
public health outcomes. Reducing poverty would guarantee higher access to healthcare service
and better nutritional health of citizens (Congress, 2004). Reducing poverty through educational
initiatives would also help citizens to adopt healthy lifestyles and avoid poor lifestyles that
expose them to diseases.
The third agenda of this public policy is to help reduce prevalence of crime in the lowincome regions. Poverty is highly linked to crime and high rates of poverty correlates with high
level of crime (Congress, 2004). Individuals usually engage in crime due to lack of means of
livelihoods and lack of skills to help them secure decent jobs, thus resorting to fraud, burglary,
and other criminal activities as a means to fend for themselves. Addressing poverty would help
to ensure that youths are educated to get the right skills set that would help them to secure decent
jobs, thus reducing crime. Reducing poverty would also help to empower the livelihood of many
citizens in rural areas, improving the contentment of citizens. This would definitely help to

children go to school, thereby instilling in them discipline and creativity, which are needed for

2004). Reducing poverty in urban areas helps to reduce congestion in low development areas or
slums, guaranteeing that more and more families would improve their economic well-being. In
general, reducing poverty would help improve citizens’ living standards and ensure that citizens
can achieve their dreams and ambitions. As such, ending poverty is beneficial, as it would help
reduce the incidence of crimes in urban and rural areas.
This policy is appropriate for implementation in the USA because poverty has many
negative consequences on the society and is a major public safety issue. This policy is also
relevant because it would help to address public health issues arising from poverty (Congress,
2004). Apart from these, the public health policy would help empower economic development in
rural areas by providing industries and skilled professional labor. It is anticipated that reducing
poverty would help to ensure that more youths join skills professions and thus reduce
unemployment and continued family poverty.

bill would address the public problem because its initiatives would focus on empowering the

Child Poverty Act 2023. Senators Bob Casey, Tammy Baldwin and Sherrod Brown, and
Representatives Danny Davis and Lucille Roybal-Allard proposed the bill (Congress, 2023). The
new bill seeks to reduce the number of children living in desperate conditions and below the
poverty line in the USA. The bill aims to ensure that it reduces the number of children living
below the poverty line by nearly half in 10 years. The bill proposes to fund research into
innovative solutions to the issue of child poverty. According to those who proposed the bill,
child poverty has adverse outcomes to children such as poor health outcomes, poor educational
attainment, and poor employment in future. The bill proposes introducing human services

programs focusing on running initiatives to reduce poverty among children with an annual
budget of $58 billion annually. The initiatives of the poverty reduction program would be to

as world economic crisis due to the ongoing war between Russia and Ukraine as well as between
Israel and Hamas. This new bill also seeks to ensure that the progress in reducing child poverty is

bill is also advantageous because it combines federal, state, and local efforts and resources to
fight the root causes of poverty. This would help to empower poverty reduction initiatives,
ensuring they effectively reduce poverty in rural and urban areas. Another advantage of this bill
is that it focuses on educational initiatives to impart skills and knowledge to individuals who are
overcoming financial challenges (Congress, 2023). Financial education is a major initiative in
ending poverty in the population, and this approach would help to guarantee that fewer
households and individuals will be below the poverty line.
One major disadvantage of the bill is that it would require additional funds from the
federal government, which can alter the normal budgetary allocations for various sectors
(Congress, 2023). The new bill seeks to allocate $58 billion to initiatives ending poverty in rural
areas, funding that could eat a large chunk of the national budget. As such, one major challenge
