The very essence of being a public safety administration is to keep the public safe. When public safety interconnects with religion and constitutional law, a wicked problem is born. Loius (2013) writes that NYPD used undercover informants to infiltrate and record the happenings during Muslim religious gatherings in New York City. Following the revelation, New Yorkers became uneasy with the thought of police spying on religious groups to gather counter-terrorism intelligence (Loius, 2013). This unease can translate into distrust, and ideolog stakeholders may develop a feeling of betrayal. Conversely, public safety personnel views the undercover informant tool as a requirement for ensuring terrorist attacks are stopped before they occur.
The challenge occurs when public safety administrators and their initiatives fail to have the support of the public they serve (Loius, 2013). Without a comprehensive understanding of effective policing, the general public may misinterpret specific law enforcement strategies as an invasion of their constitutional rights. Furthermore, elected officials, such as mayors and governors, who are accountable to the electorate, may exert political influence over public safety administrators ability to do his or her job. Counter to the responsibility of public safety administrators, elected officials seek to make the electorate happy. The wicked problem occurs when being happy doesnt translate into being safe.

The view of a stakeholder is ultimately what drives to demand for a service. If their perspective is radically different, it can create an issue when needs do not align. Asking someone to see the situation from a different perspective can be challenging, especially when in this case, the stakeholders are part of the public that law enforcement interacts with.
There are many well known cases from the national media where law enforcement and citizen interactions did not go as planned. As these cases are broadcasted throughout the day, it can create a frenzy of concerns and bring up new issues that were not recognized before. This can be a good thing because it exposes issues but can be a bad thing too because it makes officers reluctant to make stops and arrests as a result of the high profile cases, even outside of their area (Clement & Lowery, 2017).
The wicked problem of law enforcement interactions with citizens is that the interactions vary greatly from region to region and district to district. What problems may occur in one area of the country may not be the same issues that are happening in another. The problem that many Public Safety Administrators face is that they have to react to concerns from cases not relevant to their areas because the national outcry from citizens and stakeholders demand it. It is not only very difficult to define a problem that does not have set contributing factors or results, but it can be even more difficult to try to solve or mitigate it what has not and may not happen.

Good solid post Joshua – The different stakeholders’ perceptions of what actually makes these problems so “wicked” is what makes communications among the interested groups so essential. In the case of public safety leaders’ roles we have to remember that listening is sometimes the most important part of communication. Listening to stakeholders can make all the difference in addressing long-term grievances that may be the basis of the wicked problem. Just giving stakeholders the feeling that their concerns are being heard and considered is a big part of the solution to these “wicked problems.”

The responsibilities of the Public Security Administrator is very varied, I want to divide into two external and internal types to be able to break it down better. As we know the threats or external problems are those emergencies of natural origin or hand made as Hurricanes or Active shooters which many focus but internal problems are those that occur within an agency or organization which as leaders we must solve, many factors influence these problems, we can mention the laws, policies and human resources which make a Public Security Administrator a manager who must resolve and adapt to the internal laws of agencies and organizations. We can name some problems that Public Security currently faces as adaptation to the new changes, this includes human resources, corruption, resource management and the continuous reduction of federal funds which makes the Public Security Administrator have to look for suitable solutions for maintain and fulfill its obligations

Public safety administrators today have to be prepared to react to any and all threats and they need to be able to anticipate what could happen in the future. (UMGC, n.d.) They face many issues that affect the department or agency and the discipline. It is their responsibility to be a leader and be prepared. They must ensure that local and state level emergency management is involved in preplanning and response for disasters and issues. Effective communication is an important responsibility for a public safety administrator when dealing with issues. In addition, making sure to prepare and follow proper procedures is another very important responsibility. Safety of the public is the number one responsibility of a public safety administrator and this includes the prevention of and reaction to any issues that threaten that.

That is definitely a great opening sentence. As an effective leader the department heads, supervisors, and administrators should create the best policy for their specific needs, inter-agency communicate as you stated is important and necessary with each other, a 911 call most of the time will require agencies to work together. The policies should be specific and address who is responsible for what in an emergency event to meet the SOP of that organization.
The ongoing issues that face most police departments have been dishonesty in law enforcement officers performing his or her professional duties by intentionally falsifying statements and use of force are the first to be judge. As the public administrator this are core issues that must be addressed immediately to ensure the public interest are upheld. It is evident from your post that public administration has many responsibilities.
