In the wake of the terrorist attacks on September 11, 2001, the USA PATRIOT Act gave the U.S. president broad powers to combat terrorism. Using these powers and those he claimed were inherent presidential powers under Article II of the U.S. Constitution as the commander-in-chief, President George W.
