Dilemma: You are a social worker in a Veterans Affair ( VA) Hospital in East Los Angeles. The VA, a federal organization established in 1920. Provides people who have served in the military with a wide range of services to enhance their overall health and welfare services; include those directed at physical and mental illness, vocational training, financial assistance, and a host of others. Specifically, you work in a unit that provides short -term housing and alcohol and other drug-abuse (AODA) Treatment for homeless veterans. You’re finding that more and more of your clients come to you and tell you they simply can’t find any full-time jobs, even for minimum wage. You find yourself thinking more frequently, “Even a full-time minimum wage job is pretty much a bummer in terms of taking care of yourself”
The issue, you believe, boils down to adequate job training. Why can’t the VA provide educational and vocational training or finance the purchase of this training through some other agency? You have looked for resources to help your clients get back on their fee. They need work that is relatively permanent, provides an adequate standard of living, and enhances their self-esteem. What you and your clients really need is a job training program with a strong educational component. But there isn’t one. Now what?
